Two teams -- Walkers and Drivers -- compete to develop a city 

To set up, choose a downtown variant and place it in the play area

Teams alternate turns, and on their turn, can either:

 1. selecting a tile from the unplaced tiles and placing it somewhere adjacent to the existing city (touching corners are not considered adjacent!)

1. placing one of their tokens on a tile that does not already have one, this raises their score on the piece by 1 point (note: this cannot be done on housing, parking lots, plazas, highways, or train tracks)

Once all pieces have been placed (or people are simply done playing), the game is over. Every tile touching a housing tile is considered walkable and drivable, and every tile touching those is considered drivable only (these may be changed with plazas and parking lots) Corresponding teams earn the number of points listed on the tiles, multiplied by the number of people on the housing tile.

The team with the most points wins.

The goal of the game is to teach players about how city layouts and development for cars instead of people can impact the walkability of cities.
